The GCVE.eu instance is running the latest version of Vulnerability-Lookup (4.0.0), which includes support for federation with other instances, including those that are not operated by GNAs. This federation mechanism also works with non-GNA instances, enabling a wide range of organisations to contribute additional metadata to vulnerability records.
